Members of Alder King Planning Consultants were appointed to co-ordinate a consultant team and promote the site for residential development. The site comprised approximately 52ha of reclaimed former gravel workings to the north of Romsey in Hampshire. The site was however classed as “greenfield” and accommodated a small pond with a significant Great Crested Newt population.

Members of Alder King Planning Consultants co-ordinated and managed the project team, acting as client liaison; co-ordinated the preparation of significant supporting reports and information, including transportation and drainage, masterplan, ecology and landscape advice, and managed the negotiation with Test Valley and Hampshire County Council over a six year period.

The land was promoted as a Reserve housing allocation of 800 dwellings with local centre and significant open space. Co-ordinated representations were made to draft, deposit and revised deposit Test Valley Local Plans and related documents, including the Hampshire County Council housing monitoring reports and the emerging South East Regional Spatial Strategy.

A planning history and policy Proof of Evidence was prepared and co-ordinated with other representations and was formally presented to the Local Plan Inquiry. The case in favour of the allocation of the land turned on the planning policy and housing supply position, urban design and ecological issues. These issues were addressed through appropriate Proofs of Evidence supported by an indicative masterplan that included a positive scheme of redevelopment that properly considered the planning policy, physical, ecological, transport and technical constraints.

The Inspector concluded in favour of the allocation of the land and it was duly allocated as a Reserve housing site for 800 dwellings in the adopted Test Valley Local Plan.
