Our initial review suggests that many of the proposals set out during the consultation process have been retained, although the structure and presentation of the framework have evolved once again. Notably, Spatial Development Strategies have assumed a more prominent and comprehensive role, while Local Plans appear more streamlined in both scope and content.

The introduction of new national decision-making policies also represents a significant development. While these policies will operate as material considerations rather than forming part of the statutory development plan, they are likely to have an important influence on planning decisions and the wider policy landscape.

As with any major reform, the ultimate measure of success will not be the wording of the framework itself, but whether this increasingly rules-based approach can deliver more effective, consistent and sustainable outcomes on the ground. The coming months will provide the first indication of how these changes influence plan-making, decision-taking and the delivery of development across the country.
