National Scheme of Delegation: New Framework for Planning Decision-Making
The National Scheme of Delegation sets out a consistent national framework for determining which planning applications are decided by planning officers under delegated powers and which are referred to planning committees.
The scheme is intended to provide greater consistency in decision-making arrangements across local planning authorities and clarify the respective roles of officers and elected members in the planning process.
