Updated Local Development Plan Monitor & 5 Year Housing Land Supply Schedule

Our Planning team has researched and published two updated schedules covering the latest Five Year Housing Land Supply position and the adopted and emerging Local Development Plans in the South West of England.

These resources are invaluable for residential developers, investors and advisors looking to stay informed on planning policy and appeal outcomes across the South West.

This latest update reflects a number of authorities transitioning emerging local plan timelines to the Government’s new Local Plan making system which came into force in March 2026. The new system seeks to streamline and speed up the plan-making process with plans to be produced within a 30-month timetable. Key changes include the introduction of the three new Gateway assessment stages which ensure plans are on track through the process and ready to progress through the 30‑month timetable, a digital‑first format, more streamlined consultations, and the removal of the Duty to Cooperate, replaced with a more flexible requirement to maintain effective cooperation. Together, these changes aim to ensure Local Plans are kept up to date making them more deliverable, giving Local Planning Authority’s a clearer timetable and, hopefully, drastically speeding up the plan‑making process. Where emerging plans are proceeding with the legacy system these must be submitted for examination by the end of 2026. After this deadline, the new system must be adopted.
